NovOpenSemaphore (Name,Value)
This opens semaphore Name and assigns it an initial value. If the semaphore already exists, the value isn't changed. The number of semaphore users is increased by one if this user hasn't already opened this semaphore name.
Example:
NovOpenSemaphore ('LOTUS',0)
